The "Checkout Builder" element can only be added to the WooCommerce Checkout Page.

The WooCommerce Checkout Page is currently set to "Checkout" (ID: 7163).

Set the WooCommerce Checkout Page in the WP admin at WooCommerce > Settings > Advanced > Page Setup.
